Attached is Supplement No. 3 to a November 25,1997 request for an amendment to the Technical Specifications, Appendix A of the Operating License for the Monticello Nuclear Generating Plant. This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90.

The purpose of this supplement is to send a replacement Exhibit C which contains Technical Specification page 60d incorporating the proposed changes described in our original November 25,1997 request. On December 23,1998 the NRC issued Amendment 103 to the Monticello Technical Specifications which affected page 60d.

NSP therefore is issuing this page including the approved Amendment 103 changes for use by the NRC in issuing the Safety Evaluation Report.

Except for Amendment 103 changes, the attached page is identical to the page of I I Exhibit C of the November 25,1997 License Amendment Request. Therefore, the i original November 25,1997 proposed changes, reasons for the changes, Safety 4 Evaluation, Determination of No Significant Hazards Consideration, and Environmental Assessment remain unchanged and still apply.
