Fitness For Duty Summary Report Six (6) Month Period Ending June 30,1998 Management Actions l

l 1.

During the six (6) month period ending June 30,1998 Northern States Power Company l

conducted (1024) drug and alcohol tests in accordance with 10 CFR Part 26. NSP workers j

subject to random drug and alcohol testing are each assigned to one of three pools: Prairie Island, Monticello, and General Office. Random test rates for each pool are as follows:

Prairie Island 55 %

ALL 67%

For the reporting period ending June 30,1998, seven (7) workers were denied nuclear access after testing positive for drugs or alcoho'. By test type: one (1) random test and six (6) pre-access tests were positive.

Pre-Access Positives One (1) contract worker and one (1) applicant for an NSP position refused to test.

Two (2) contract workers tested positive for marijuana.

One (1) contract worker tested positive for methamphetamine.

One (1) non-nuclear NSP employee tested positive for cocaine.

Random Positives One (1) craft outage worker tested positive for marijuana.

All of the above individuals remain denied access to NSP nuclear facilities.

For the semi-annual period referenced herein all blind specimens submitted to NSP's HHS-certified laboratory yielded expected results.

NSP has analyzed program performance data for the six (6) month period ending June 30,1998 and has revised existing FFD procedures to incorporate enhancements as indicated by the analysis.

4.

NSP continues to test for marijuana metabolites using an initial cutoff level of (50 ng/ml). This change was initiated on September 1,1994 and communicated to the NRC by letter dated September 22,1994.

NSP performed (1024) drug tests under the lower initial cut-off level for Marijuana as referenced above. Of three (3) Marijuana positives during this reporting period, zero (0) positive tests were less than 100ng/mi but greater than 50ng/m!. There were three (3) positive results testing at greater than 100ng/ml. Breakdown by worker type and quantification is as follows:
