Gentlemen:

This refers to the routine safety inspection conducted by J. P. Patterson and

others of this office on October 8-11, 1985 of activities at the Monticello

Nuclear Generating Plant, authorized by NRC Operating License No. DPR-22 and

to the discussion of our findings with Mr. W. Shamla and others of your staff

at the conclusion _of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

' examination of procedures and representative records, observations, and

-interviews with personnel.

'Within the course of this inspection, no violations with NRC requirements were

identified. However, one weakness was identified which will need corrective

action by your staff. This weakness is summarized in the appendix to this

letter. As required by 10 CFR Part 50, Appendix E (IV.F), any weaknesses that

are identified must be corrected. Accordingly, please advise us within

45 days of the date of this letter of the corrective action you have taken

or plan to take, showing the estimated date of completion with regard to this

exercise weakness.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter.and the enclosures will be placed in the NRC's Public Document

Room.

Appendix

,

Exercise Weakness

Proper use of protective clothing, i.e., anti-contamination clothing, was

not demonstrated by one of two emergency workers dispatched from the Access

Control Point of the Operational Support Center during the exercise. This

worker not only potentially contaminated his face several times with his

gloved hand, but also struck his co-worker with the outer top of his

outer layer of protective clothing which was simulated to be highly
