Pursuant to 10 CFR Part 50, Section 50.54(p), we are submitting four copies of Revision 31 to the Monticello-Security Plan. These changes do not decrease the effectiveness of the Monticello Security Plan.

This revision to the Monticello Security Plan contains Safeguards Information as identified by the Commission in 10 CFR 73.21. The Security Plan revision should not be made-available for inspection and should not be placed in the public document room.

We a're undertaking a project to upgrade the Monticello Security systems'- This change describes the nature of the modifications'for the protected area perimeter and the compensatory measures that will be implemented during'the proj ect (Reference 1). -The target dates for the individual modifications presented.in this revision are provided below. These dates are provided for your.information. The completion dates can be affected by adverse weather conditions, unavailability of parts and other unplanned events. We will notify you by phone: 1) following the completion of each modification, or 2) if completion is delayed by more than thirty days beyond the target date.
