50-263 LICENSE NO. DPR-22 Response to Generic Letter 87-06, " Periodic Verification of Leak Tight Integrity of Pressure Isolation Valves" In response to Generic Letter 87-06, the following information is provided for the Monticello Nuclear Generating Plant:

l A listing of pressure isolation valves.

Description of testing done to verify integrity of the valves.

Testing frequencies and acceptance criteria for leakage.

LISTING OF PRESSURE ISOLATION VALVES (PIV)

A review of the Piping and Instrument Diagrams and the Monticello Section XI Inservice Testing Manual was performed to identify valves that meet the criteria for PIV's specified in the Generic Letter. Valves that meet this criteria are J

located in the following penetrations in the reactor coolant pressure boundary. '

- Core Spray Injection - 2 penetrations Low Pressure Coolant Injection (LPCI) - 2 penetrations

- Shutdown Cooling Supply - 1 penetration j

- Head Spray Supply - 1 penetration These valves are listed in Table 1 along with the valve type and penetration configuration (refer to Figure 1).

Other isolation valves in lines that communicate with the high pressure primary system, specifically the HPCI and RCIC injection isolation valves, were not listed since they do not form a boundary between the reactor coolant system and a low pressure system.

of the valves and are.done at reactor operating pressure. Per the requirements l

of Section XI, these tests are performed each refueling outage and also if any j

maintenance is done on the valves that may adversely affect their leakage per-j formance. The allowable leakage rate specified in the tests is 0.5 gpm.

In addition to the Section XI leak rate tests, the motor-operated valves listed above are also tested in accordance with Appendix J of 10CFR50. The testing frequency is the same as that for the Section XI tests. These tests are pneumatic tests performed at a minimum pressure of 42 psig. The acceptance j

criteria'for leakage is 17.2 SCFH.

These tests provide additional assurance that the valves will not leak excessively.
