SAINT JUSEPH KINDERGARTEN RADIOLOGICAL EMERGENCY RESPONSE PLAN I. INTRODUCTION A. Authority Tne authority for the preparation of tnis plan is the Saint Josepn Kindergarten Administration and is within tne scope of P. L.1332, tne Pennsylvania Emergency Management Services Act of 1978.

B. Purpose Tnis plan is presented to establisn responsisilities, define a concept of operations, offer workable prs:ecures for the protection of scnool students and provide for the direction and control of Saint Joseph Kindergarten facilities, staff and students in tne event of an incident at tne Limerick Generating Station, t.

D. Definitions

1. Access Control Point (ACP) - Tnose points manned primarily by State or local police, augmented when necessary by the National Guard, established around all roads leading into an evacuated area, or an area where occupants are taking shelter, for the purpose of controlling access into the area'.
2. Amateur Radio- Licensed volunteer radio amateur communications personnel affiliated witn county emergency management organiza-tion. (Such organizations include Amateur Radio Emergency Service (ARES), Radio Amateur Civil Emergency Services (RACES),

Citizens Band, and Radio Emergency Action Teams (REACT).

3. Central Resource Receiving Point - A predesignated location outside the plume exposure patnway EPZ, suitaole for tne reception and distribution of supplies and equipment.
4. Emergency Broadcast System (E85) Announcements - Official annoucements made at the county level for the specific purpose of providing instructions or directions from the County Commissioners, or their designated official representative, to the permanent and transient residents of the county. Announce-ments are made over the legally designated EBS network. EBS announcements at the State level are made only when they are applicable statewide. Priorities for EBS announcements are specified in law; first priority to tne Federal government, second priority to county governments, and tnird priority to

not preclude appropriate use of newspapers, rddio and television for public ir. formation statements.

D. Emergenc/ Management - The judicious planning, assignment and coordination of all available resources in an integrated prograa of prevention, mitigation, preparedness, response and recovery for emergencies of any kind, whether from enemy attack, man-made or natural sources. (May be termed Emergency Preparedness.)

6. Emergency Operations Center (EOC) - A facility used by state, county or municipal governments from which to direct operations in the event of an emergency.
7. Emergency Planning Zone (EPZ) - A generic area defined about a nuclear facility to facilitate offsite emergency planning and develop a significant response base. It is defined for tne plume and ingestion exposure pathways.

? a. Plume Exposure Pathway - Tne area surrounding a fixed nuclear facility whicn potentially is suoject to radiation exposure as a result of an incident involving radioactive material emanating from the facility. Suen potential exposure could involve: (1) whole body external exposure to gamma radiation from the plume and from deposited materials, and (2) inhalation exposure from tne passing radioactive plume. The EPZ for this pathway consists of an area of approximately ten miles in radius around tne fixed nuclear facility. (The exact size and configuratton of the Limerick Generating Station plume exposure pathway EPZ was determined in relation to local emergency response needs and

b. Ingestion Exposure Pathway - Tnat area sarrounding a fixed I nuclear facility whicn, as a result of a release of l

w radioactive material, is a potential source of exposure i through the ingestion of water and foods, such as milk or fresh vegetables originating tnere. Inis EPZ consists of a circular area of SU miles radius around the fixed nuclear facility.

8. Host Scnool/ Facility - Predetermined schools /tacilities outside the plume exposure pathway EPZ to which risk school students are evacuated, at which they remain under risk school officials' supervision, until they are picked up by their parents or legal guardians.
9. Incident - An event or condition at a nucidar facility whicn could result in impact on public healtn and safety. Fou r incident classifications have been identified to facilitate planning for a response to nuclear incidents. Tne classes (from least serious to most serious) are: Unusual Event, Alert, Site Emergency and General Emergency. Witnin each classification I tnere are specific emergency response necessary to ensure tnat public health and safety are protected. The four classifica-tions are:
a. UNUSUAL EVENT - An occurrence which indicates a potential degradation of the level of safety of the facility. No releases of radioactive material requiring offsite response or monitoring are expected unless further degradation of safety systems occurs.
b. ALERT - An occurrence which involves actual or potential substantial degradation of the level of safety of tne facility. Any releases are expected to be limited to small i fractions of the Environmental Protection Agency (EPA) protective action guideline exposure levels, t

t c. SITE EMERGEriCY - An occurrence wnich involves actual or k likely major failures of facility functions needed for tne l-4 Rev. O l- -------__-_-

protection of the public. Radioactive releases are not I

expected to exceed the EPZ protective action guideline exposur e levels except near the facility site bounoarj.

d. GENERAL EMERGENCY - An occurrence which involves actual or imminen; suostantial core degradation or melting witn the potential for loss of containment integrity. Releases can reasonably by expected to exceed EPA protective action guideline exposure levels offsite for more than the immediate site area boundaries.
10. Main Evacuation Routes - Tnose roadways identified in state and risk county plans as the principal routes l'eading from the plume 9

exposure pathway EPl for use by vehicles in the event of an incident requiring evacuation. Traffic control points will be manned by the Pennsylvania State Police to expedite traffic movement.

L 11. Mass Care Center - Fixed facilities suitable for providing emergency lodging for victims of a disaster left temporarily honeless. Feeding may be done witnin a mass care center (in suitable dining facilities) or nearby.

12. Mobilize,- Tne act of bringing a staff or agency to the strength required to accomplish its ' mission; including the pre-positioning or movement of equipment or personnel.
13. Municipality - For the purposes of this plan, the terms

" municipality" or " municipal government" are defined or l referring, singularly or collectively, to cities, boroughs, townships and incorporated towns witnin the Commonwealth of Pennsylvania.

14. Parent County - Tne county in which tne nuclear f acility is pnysically located.

13. Projected Dose - An estimate of the radiation dose whicn

.t affected individuals could potentially receive if protective actions are not taken.

16. Protective Action - An action taken to avoid or reduce a projected dose of radiation. Some of the basic actions are:

.a. Sheltering - Action taken by the public to take advantage of the protection against radiation exposure afforded by remaining indoors, away from doors and windows, during and following the passage of the radioactise plume.

b. General Evacuation - Tne evacuation of tne entire population witnin a specified geographic area.
c. Selective Evacuation - Tne evacuation of specific elements of the population, such as pregnant women, pre-school cnildren or the infirm.

17. Public Information Statements - Public announcements made by Pennsylvania Emergency Management Agency, or county official spokespersons via newspaper, radio or television to explain government actions being taken to protect tne public in event of any puolic emergency. Tne purpose of the announcement is to provide accurate information, prevent panic and counteract misinformation and rumors. Reference to the emergency incident itself will De made only in tne context of the reasons for governmental actions, and not to provide detailed information about it.
18. Radiological Emergency Response Plans (RERP) - Detailed response plans developed by the state and its agencies, county and municipal emergency management agencies, scnool districts, etc.

.19. Reception Center - A predesignated site outside tne plume I exposure pathway EPZ through whicn evacuees will pass to obtain information and directions to nass care centers. ,

20. Risk Count / - A county located witnin tne plume exposure pathway EPZ of a auclear facility.
21. Risk School District / Building - A school district / building located partially or wholly within the plume exposure patnway EPZ of a fixed nuclear facility. The Archdiocese of Philadelpnia will be considered as a school district for planning purposes.
22. Scnool Services Officer - An individual appointed by the County wno ensures the coordination of risk school district plans for protective response and coordinates tne alert / notification and resource requirements of risk scnools at the time of the emer-gency incident. Tnis individual provides staff assistance to I. the County EOC and operates under the direction and control of the Cnester County Department of Emergency Services Director /

Coordi nator.

23. Standby Status - Tne term used to describe state of readiness.

Standard operating procedures nave been reviewed; materiel, communications and required supplies are available and adequate for initial operations; and sufficent personnel are on hand to commence operations. Augmentation personnel necessary for sustained operations are alerted and ready to report for duty when called.

24 Support County - Tne county or counties outside the plume exposure patnway EPZ of a nuclear facility that, tnrough prior agreement, will provide support to a risk county in the event of an incident. Depending on size and location, tne same county may be botn a risk and support county.

25. Traffic Control Points (TCP) - Inose ' points establisned at

.( critical road intersections for the purpose of controlling or limiting traffic.

26. Transportation Providers - Owners / operators, school vehicles and drivers and/or contract transportation resources provided for both routine.(bus) movement-of students, and any special transportation resource provided during emergency conditions.
27. Unmet Needs - Capabilities and/or resources required to support emergency operations neither available nor provided for at the respective levels of government or by the Scnool.

E. Objectives of tne Plan The plan is presented to:

1. Clarify lines of authority and establisn responsibilities for i the protection of scnool students and staff.
2. Ensure tnat planned actions are in consonance witn Municipal, County and State RERP's.
3. Iaentify necessary resources and required personnel to assure protective actions can be implemented for the Saint Joseph Kindergarten population.
4. Provide the basis for orientation of scnool staff, students and parents / guardians regarding appropriate actions in the event of an incident at the Limerick Generating Station.

II. BASIC PLAN A. General

Accordingly, the Saint Josepn Kindergarten REdP nas been developed in sucn a manner tnat it will function harmoniously witn otner plans.

This plan is designed to protect school students while attending any school function, including classroom and/or extracurricular activities, special events or any function sponsored by tne Scnool.

1. School in session refers to: activities du' ring regular classroom nours (semesters; summer sessions; evening classes);

when the authorized school calendar applies; when students are involved in regular school sponsored activities / events; or unen students occupy school facilities under scnool supervision.*

i 2. School not in session refers to after nours activities during the time of tne authorized school calendar (regular and summer scnool terms) including weekends. Special activities during vacation periods will be included if'scnool facilities are occuppied Dy individuals or groups not autnorized/ sponsored by the Scnool.*

3. Inis plan does not apply during vacation periods or wnen all school facilities are closed for extended periods. During these periods the Pastor may be notified and decisions to extend closure / vacation may be coordinated witn Chester County Department of Emergency Services and/or PEMA. Actions specified for "Senool Not in Session" will apply, as appropriate.
4. Students refer to individuals in grades Kindergarten (K) to Eight (d) or authorized pre-scnool program (s).

B. Direction and Coordination i

1. Tne Pastor snali exercise all autnority granted in accordance witn the policies set forth by Saint Joseph Kindergarten and the laws of tne ' Commonwealth of Pennsylvania.
2. Tne Pastor is responsiole for all school emergency plans and procedures, tne coordination of protective action witnin tne school building, and for the safety of students and staff in the event of an incident at the Limerick Generating Station.
3. Tne Pastor coordinates with the Chester County Department of Emergency Services for protectite response 'to include tne direction and control of evacuation and/or sheltering of students and staff and for the cancellation of scnool or special activities.

4 All students, scnool buildings, school equipment, staff and r

( contracts will remain under the supervision and control of tne Pastor. Tne Pastor's office will serve as the interfacing point in providing for administration, information/ resource exchange and management of scnool services.

b. Host school / facility services furnisned by other school facilities snall be under the operational control of tne supporting host scnool.
6. Because of the multi-facility scope of a radiological emergency, the need for centralized coordination of emergency response personnel and resources becomes essential. For the purposes of this Plan, tnerefore, Chester County sna11 exercise responsibil-ity for coordination and support.

8. Coordination between the Co unties involved saall be accomplisned f by the Pennsylvania Emergency Management Agency (PEMA) and be governed by the Commonwealth of Fennsylvania, Disaster Operations Plan, Annex E, Fixed Nuclear Facility Incidents.

1 C. School Organization An Organizational Chart for the Saint Joseph Kindergarten is included in Attachment 6.

D. Fixed Nuclear Facility Incident Situation

1. All incidents occuring at the Limerick Gene' rating Station will be classified according to tne four incident classifications:

UNUSUAL EVENT, ALERT, SITE EMERGENCY, GENERAL EMERGENCY.

2. A fixed nuclear facility incident could occur during school nours and result in the disruption of scnool services for an extended period of time.
3. In the event of an incident at tne Limerick Generating Station, county elected officials and school administration maj initiate protective actions including all tnose actions considered necessary for the safety of tne general population, requiring students and staff to either initiate sneltering actions or evacuate directly to designated host schools / facilities.

E. Alert / Notification System

1. Telecommunications Capability.

Cnester County, the Owen J. Roberts Scnool District and the Saint Joseph Kindergarten will maintain an alert / notification procedure to provide for alert / notification /infurmation exchange in the event of an incident at the Limerick Generating I Station. located at tne Scnool District and tne Kindergarten's Office.

2. . Notification of Saint Joseph Kindergarten.

In tne event of an incident at the Limerick Generating Station, the Pastor will be notified by the Spring-Ford Area Scnool District or the agreed upon designate the Chester County EOC.

F. Scnool Closing / Cancellation of Events /Early Dismissal 1.- Snould a protective action advisory become imminent while scnool is not in session, a decision will be made to keep schools closed. Tne decision will be made based on a recommendation from PEMA, and will be issued by the Chester County DES.

Parents / guardians and staff will be notified utilizing regular scnool procedures for school closing announcements. Note:

. Emergency; Services. It supplements instructions given to the public relative to the general evacuation annuncement for the approximate ten-mile area around the Limerick Generating Station.

" Parents with children attending school within a ten-mile area of tne Limerick Generating Station are advised that their children will be evacuated to a safe location where they can be reunited with their parents or guardians. Children will tie bused to safe. locations at host schools outside the risk area.

Parents are asked to meet their chiloren there. I repeat, children Will be bused directly to safe locations at host schools outside the risk area where

- parents or guardians may _ pick the:n up. Parents or guardians are urged to go directly .to the host schools. Attempting to pick them up at the schools they attend might interfere with tneir safe evacuation.

Children attending Chester County school's within the 10-mile area around tne Limerick Generating Station will be bused to locations where they can be picked up.
