Dear Mr. Newbold:

Limerick Generating Station NPOES Permit No. PA 0051926 In accordance with Sectio. 92.7, " Reporting of New or Increased Discharges," of the Department's Rules & Regulations, we hereby request that the subject perm!t be an' ended to allow a continuous flow of Perkiomen Creek water to discharge to Possum Hollow Run via outfall 020 (old outfall 006).

Tr is discharge is part of a method for providing freeze protection for the Picklomen Creek make-up storage tank.

At present, outfall 020 is permitted as an overflow for the storage tank with an expected flow rate of 0 gpm. The proposed discharge for freeze pro'ection c will result in an overflow of 200 gpm. The flow rate will be ertablished and maintained by running the storage tank mako-up pumps at a reduced rate. It is anticipated that "F's-method of freeze protection will be in service from mid 0;'sbar to mid ,, . Without freeze protection, the make-up system may-not remain operable in colier weather. Yhis could load tc a plant shutdown if Schtylkill River make-up water is lost.

Since modifications to the present system will be required, we would appreciate a favorable response by October 16, 1992.

A cc py of this letter (including any attachments or enclosures) is being provided to the U.S. Nuclear Fertlatory Commission (U9NRC)-in accordance with the Limerick Generating Station, Units 1 and 2, Environmental Protection Plan, Section 3.2, which stipulates that USNRC shall receive a copy of any proposed changes to the NPDES permit at the same time that-the permitting agency ic notified.
