December 10,1997 Mr. Sohan Garg Department of Environmental Protection Water Management Program

. Lee Park, Suite 6010 555 North Lane Conshohocken, PA 19428

Dear Mr. Garg:

Subject:

Limerick Generating Station NPDES Permit No. PA0051926 Chemical Additive Betz Deposi-Trol 855D On May 9,1996, PECO Energy Company received an approval from the Departm_ent to utilize the chemical additive Betz Deposi-Trol 855D at Limerick Generating Station (see attached letter). A condition of the approval was that sampling was to be performed at the discharge of the emergency soray pond. +

The basis for the sampling point was that the equipment being chemically cleaned discharges to the emergency . spray pond.

We would like to extend the application of the product to additional equi; ment at the plant. However, the equipment to be treated discharges directly to the

' cooling tower blowdown line (outfall 001).~ We are requesting that the 1996 approval be amended to include outfall 001 as a sampling point. The sampling point will be dependent on the discharge path of the equipment being treated. It is important to note that in 1992, the Betz additive was approved by the Department on a trial basis The 1992 approval applied the same discharge limits as the 1996 approval, however the limits were applied at outfall 001 (see -

attached letter). The sampling point was moved to the emergency spray pond discharge at our' request.

We would also like to note that Betz Water Management Group has merged with Grace

Dearborn to form BetzDearborn. As a result,

BetzDearborn is converting all of its product lines to World Class Technology (WCT). The change in 10M97 l 9712170470 971210 p

products is in name only. Therefore, Betz Deposi-Trol 855D will now be known as WCT FERROQUEST LP7200. Please make this change to our permit. _We

. willbe submitting ari additionalletter in the near future documenting all other product changes.

A copy of this letter (including any attachments or enclosures)is being sent to the U.S. Nuclear Regulatory Commission (USNRC) in accordance with the Limerick Generating Station, Units 1 and 2, Environmental Protection Plan, Section 3.2, which stipulates that the USNRC shall receive a copy of any proposed changes to the NPDES permit at the same time that the permitting agency is notified.
