Limerick Generating Station NPDES Permit No. PA0051926.

As per our recent telephone conversation, we are requesting approval to test NALCO.7455, an anti-foaming -

- agent, in the cooling towers at Limerick Generating Station. Currently, we apply Betz Foam-trol.CT as per PaDER' approval. Through a competitive bid process, the NALCO product has been identified as a possible alternative to the Betz product. Before requesting that the permit be amended to allow for use of the, NALCO 7455, we would-

like to run a full-scale test on the product. The test would entail injecting one SS-gallon drum of the product over a two week period. The suggested usage rate is 23 to 31 pounds per day with a maximum rate of 153 pounds per day.

Enclosed are the Maierial Safety Data Sheets and aquatic toxicity data for the NALCO 7455.' We are requesting that approval for the test be received by June 11,1993, in order that a decision can be made concerning -

the two chemicals prior to expiration of the current contract (for the Betz Foam-trol _CT).

A copy of this letter (including any attachments or enclosun:s) is being sent to the U.S. Nuclear Regulatory Commission (USNRC) in ace'ordance with the Limerick Generating Station, Units I and 2, Environmental Protection -

Plan, Section 3.2, which stipulates that the USNRC shall receive a copy of any proposed changes to the NPDES permit at the same time that the permitting agency is notified.

AGGRAVATION OF EXISTING CONDITIONS: A review of available data does not identify any worsening of existing conditions.

SECTION 8 FIRE AND EXPLOSION INFORMATION FIASH POIITf: 230 Degrees F (PMCC) ASIM D-93 EXTINGUISHING IEDIA: Based on the NFPA guide, use dry chemical, foam, carlon dioxide or other extinguishing agent suitable for Class B fires. Use water to cool containers exposed to fire. For lartje fires, use water spray or fog, thoroughly drenching the burning raterial.

SECTION 9 REACTIVITY INFORMATION UNUSUAL FIRE NO EXPIOSION 1mZARD: May evolve NOx under fire conditions.

INCCtGATIBILITY: Avoid contact with strong oxidizers (eg. chlorine, peroxides, chrcrates, nitric acid, perchlorates, concentrated oxygen, pmancjanates) which can generate heat, fires, explosions and the release of toxic fumes.

For large spills, entry into large tanks, vessels or enclosed s:rall spaces with inadequate ventilation, a pressure-derard, self-contained breathing apparatus is recommended.

For large indoor spills, evacuate exployees and ventilate area. Those responsible for control and recovery should wear the protective equipment specified in Section 10.

DISFOSAL: If this protact beccnes a waste, it does not meet the criteria of a hazardous nste as defined under the Resource Conservation and Recovery Act (RCRA) 40 CFR 261, since it does not have the characteristics of Subpart C, nor is it listed under Subpart D.

As a non-hazardous liquid waste, it should be solidified with stabilizing agents (such as sand, fly ash, or cemat) so that no free liquid rerains l

' before disposal to an industrial waste landfill. A non-hazardous liquid waste can also be incinerated in accordance with local, state and federal regulations.
