i This letter is being sent as a follow up to our recent telephone conversation concerning the subject permit. The following issues are being raised regarding the final permit.
- 1. Dissolved Oxygen (DO): In comments submitted concerning the draft permit, historical data was included showing DO levels at the outfall. The data indicated that DO at the outfall exceeded a level of 6 mg/l 99.77% of the time. The lowest DO level experienced was 5.2 mg/l. Historical monitoring data clearly indicates that the discharge has been in 100% compliance with DO limits. As stated in previvus comments, turbulence created by the discharge diffuser results in air saturated water conditions at the outfall. In addition, oxygen (03) is added to the water via the disinfection system from May through September. Therefore DO levels at the discharge will always be above the minimum water quality requirements. PECO Energy is requesting that the current monitoring requirement for DO be deleted and that DO samples only be required when obtaining samples for fecal coliform (i.e.,5 times per month, May through September).
- 2. pH: Similar to DO, pH data was taken at the outfall as part of the post-diversion aquatic biology assessment. The historical pH data was also l
provided in comments filed regarding the draft permit. The data indicates the discharge has been overwhelmingly compliant with the limits for pH (99.55%
compliant). Therefore, PECO Energy is also requesting that the current

monitoring requirements for pH be deleted. As with DO, samples for pH can be obtained during fecal coliform sampling (i.e., 5 times per month, May
/
O through September).

- 3. Fecal Coliform: The monitoring frequency for fecal coliform was changed to once per week. According to 25 Pa Code Chapter 93.7, Table 3, the maximum fecal coliform level of 200 colonies per 100 milliliters is s geometric average based on five consecutive samples, with each sample collected on different days. Therefore the measurement frequency should be changed to 5 times per month and the compliance limit based on a monthly geometric average.

A copy of this letter (including any attachments or enclosures) is being provided to the U.S. Nuclear Regulatory Commission (USNRC) in accordance with the Limerick Generating Station, Units 1 and 2, Environmental Protection Plan, Section 3.2. The plan stipulates that the USNRC shall receive a copy of any proposed changes to the NPDES permit at the same time that the permitting agency is notified.
