Bradshaw Reservoir NPDES Permit No. PA0052221 Study Plan to Assess Fecal Coliforrn Bacteria in the Point Pleasant Water Diversion System Er, closed are five (5) copies of a proposed study plan to evaluate the effects of the Water Diversion System discharge on fecal coliform levels in the East Branch Perklomen Creek (EBPC). The purpose of the study is to evaluate both spatial and temporal variations in fecal coliform bacteria levels in the EBPC without use of the diversion disinfection system. As was presented during our November 13, 1997, meeting with Water Management Program Section Chiefs, historical data suggests that the disinfection system provides minimalimprovement in the coliform levels in the EBPC. It is also believed that any observed improvements in coliform levels are a result of the flushing action caused by the continuous discharge of water.

As indicated in the study plan, the sampling program is scheduled to begin May 1,1998, and continue through September 30,1998, in order to perform the study, we are requesting that PaDEP provide a temporary variance from the permit limits (200 colonies /ml) during the proposed sampling period. During this time period, fecal coliform would be a monitor and report requirement.

A copy of this letter (including any attachments or enclosures)is being sent to the U.S. Nuclear Regulatory Commission (USNRC) in accordance with the Limerick Generating Station, Units 1 and 2, Environmental Protection Plan, )

Section 3.2, which stipulates that the USNRC shall receive a copy of any .

proposed changes to the NPDES permit at the same time that the permitting agency is notifed.
