The correspcodenc'a ref erenced above conf irmed the prompt telephone notification to Segion V of an event involving inoperab!e Fire Protection Computer hardwarg at San Onofre Unit 2. The 3noperability of the Fire Protection Cc:aputer,Ca 'hode Ray Tube (CET) display in the Control Room was initially determined to be reportable in accordance with Appendix A Technical Speci tication 6.9.1.12. I to Operating License t!PF-10.

l On June 10, 1982, y review of documentatior, associated with the Control Room Fire Protec1 ion Computer CRT r evealed that The CRT had been out of service for a period at approximately 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> on March 19, 1982. Prelim-inary investigation indicated that with the CRT inoperable, fire detection and fire suppression system actuation would still be accomplished, but no annunciation of actuation would occur in the Control Room. The above referenced prompt report was made based on the determination that such a deficiency would result in fire protection systems performance in a manner less conservative than that assumed in the Fire Hazards Analysis.

Immediate operator awareness of the location of a fire is a basic assump-tion for the prompt dispatch of The Fire Brigade.

Further investigation has determined, however, that even with the Fire Protection Computer CRT inoperable, annunciation of fire detection and fire suppression system actuation would occur in the Control Room and the identif ication of detectors or systems actuated would be made on both the backup CRT and on the alarm printer in the CAS and computer room respectively, provided the computer itself remained operable.

Prompt dispatch of the Fire Brigade is assured under these conditions.

Mr. R. H. Engelken June 23, 1982 Thus, it has been determined that loss of the Control Room Fire Protection Computer CRT would not by itself result in operation of the Unit in a manner less conservative than that assumed in the Fire Hazards Analysis and is, therefore, not a reportable occurrence. The prompt reporting status of this incident and Licensee Event Report No.82-022 are hereby cancelled. No.82-022 will not be reused in future LER correspondence.
