Docket 50-361 and 50-362 Special Report San Onofre Nuclear Generating Station, Units 2 and 3

Reference:

Licensee Controlled Specification (LCS) 3.3.102,

" Radiation Monitoring Instrumentation (RMI)"

This letter provides a Special Report to the NRC in accordance with LCS 3.3.102.

This LCS requires Edison to maintain two Plant Vent. Stack Wide Range Noble Gas Monitors (2RT-78 55 and 3RT-7865)

Operable when either Unit is operating in Modes 1 - 4.

If either i

monitor is inoperable for greater than 30 days, a Special Report must be submitted within the next 14 days.

On 10/1/96, at 1200, Edison declared 3RT-7865 inoperable due to a faulty detector.

Edison repaired the detector within the allowed 30-days.

However, due to delays in obtaining replacement parts and performing calibrations, the monitor was returned to service a few hours late.
