Attention:

John B. Hartin, Regional Administrator

Dear Sir:

Subject:

Docket No. 50 361 i

Prompt Report l

License Condition 2.C.(14)a San Onofre Nuclear Generating Station, Unit 2 l

This submittal provides written confirmation of our prompt notification of August 18, 1988, pursuant to License Condition 2.G to Facility Operating License NPF 10 l

for San Onofre Unit 2, of a reportable occurrence associated with the fire protection program.

Licence Condition 2.C.(14)a requires that SCE maintain in effect and fully implement the Fire Protection Plan as delineated in the Fire Hazards Analysis (FRA). We have determined that certain requirements related to Appendix R, Section !!!.G.2 were not fully implemented by the cnd of the Cycle IV refueling outage as committed to in previous licensing submittals.

While installing fuse indicating labels in both Units 2 and 3, we completed a related program to verify that the installed fuses are consistent with the l

breaker / fuse coordination study performed as part of the Appendix R reassessment.

During this vertftcation, we determined that not all fuses installed in Unit 2 were in accordance with the coordination study. Of the approximately 359 fuses installed, 79 were found to be different than the specified type, but were evaluated to demonstrate acceptable coordination.

Twenty-two of the fuses required replacement to support proper fuse coordination l

and are now installed in the plant.

.g t-Mr. J. B. Martin August 19, 1988 As each deficient fuse was identified, a replacement fuse was imediately installed. Similar deficiencies were found in Unit 3. however, all related fuses were inspected and, if necessary, corrected prior to the startup of Unit 3 from its recent Cycle IV refueling outage.

Therefore, this License Condition 2.G notification is not required for Unit 3.

The cause and any further corrective actions implemented will be the subject of the 14 Day Follow up Report, which will be sumitted by September 1,1988.

If you require any additional information, please so advise.

Sincerely, "N E h cc:
