Docket No. 50-362 Special Report San Onofre Nuclear Generating Station, Unit 3 Technical Specification (TS) Section 3.3.3.1 to Facility License NPF-15 for San Onofre Nuclear Generating Station, Unit 3, requires Southern California Edison (SCE) to provide a Special Report when the Condenser Evacuation System Noble Gas Monitor becomes inoperable for longer than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> during Modes 1,2,3, and 4. This letter provides the Special Report required by TS 3.3.3.1.

On May 21,1991, with Unit 3 in Mode 3 for the main generator hydrogen leak repair outage, Condenser Evacuation System Wide Range Noble Gas Monitor 3RY-7870 was removed from service for the 18-month channel calibration surveillance required by TS 4.3.3.1, Table 4.3-3. The preplanned alternate method of monitoring the appropriate parameter was implemented as required by the TS.

This 18-month surveillance test for 3RY-7870 includes completing TS calibration requirements for all loap components associated with the monitor, electronic and isotopic calibrations of the detectors, and performing the channel functional test. In addition, we are performing preventive and corrective maintenance work on the monitor. We expect to return 3RY-7870 to service by June 14, 1991.
