Docket Nos. 50-361 and 50-362 Special Roport San Onofre Nuclear Generating Station (SONGS) Units 2 and 3 Licensee Controlled Specification (LCS) 3.3.104 for SONGS Units 2 and 3 requires the seismic monitoring instrumentation to be operable at all times. A special report to the NRC is required if one or more seismic monitoring instrument (s) outside containment is

' inoperable for more than 30 days. This letter provides the report for the seismic monitoring Instrumentation being inoperable for 33 days.

SONGS operators declared the seismic monitoring instrumentation inoperable on 10/14/97 for a planned upgrade of the recording devices from analog tape decks to solid state digital devices. This upgrade was completed and the monitors restored to functionality within the 30 day limit of LCS 3.3.104.

The return to operability, however, was delayed by unforeseen problems with test circuitry which prevented completion of the post-installation channel functional test within the 30 day limit of LCS 3.3.104. SONGS technicians diagnosed the test circuitry problem and restored the seismic monitoring instrumentation to operable status as required by LCS 3.3.104 on 11/16/97, after completion of a satisfactory channel functional test.
