Gentlemen:

This letter provides a Special Report to the NRC in accordance with Licensee Controlled Specification (LCS) 3.3.102. This LCS requires Southern California Edison -

(SCE) to maintain the Condenser Evacuation System Wide Ronge Noble Gas Monitor channel (3RT-7870-1) operable when the Unit is operating in Modes 1 - 3. When one Wide Range Monitor channel is not restored to operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, a Special Report must be submitted within the next 14 days.

On September 4,1999, at 1745 PST, SCE declared the Condenser monitor inoperable when a periodic check source detected a drop in its sensitivity. Difficulties encountered during component replacement -(photo multiplier tubes) precluded SCE from restoring the monitor to service within the 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> allowed by LCS 3.3.102. An interirn alternate method of monitoring was establisned as required by the LCS until the monitor was restored to service on September 9,1999.
