Gentlemen:

This letter provides a Special Report to the NRC in accordance with Licensee l Controlled Specification (LCS) 3.3.102. This LCS requires Southern California Edison (SCE) to maintain two Plant Vent Stacks Wide Range Noble Gas Monitor channels (2RT-7865 and 3RT-7865) operable when either Unit is operating in Modes 1 through

3. When two Wide Range Monitor channels are not restored to operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, a Special Report must be submitted within the next 14 days.

Unit 3 is currently in a refueling outage. During the outage, SCE plans to modify 3RT-7865 to allow this monitor to provide input to the new Radiation Monitoring Data Acquisition System. To implement this change, SCE removed 3RT-7865 from service on March 28,1999. The monitor is scheduled to returned to service prior to MODE 4 entry (currently forecast for early May,1999) which will exceed the 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> allowed be LCS 3.3.102. In the interim, an alternate method of monitoring will be used as required by the LCS. (An earlier companion change to Unit 2 monitor 2RT-7865 was discussed in the above referenced letter.)
