Pursuant'to Section 3.14.B.2.b and 3.14.B.4.b of Appendix A, Technical-i Specifications to Provisional License DPR-13 for San Onofre Unit 1, this submittal provides the required Special Report for inoperable Containment Fire l

Spray system and Containment Fire Detection instrumentation.

On May 11, 1987 with Unit 1 in Cold Shutdown (Mode 5) for the current mid-cycle outage, the Containment Fire Spray system was removed from service -

to perform inspection, design change modifications, and miscellaneous-maintenance.

Before the Containment Fire Spray System'was removed from service, continuous. fire watch and backup fire suppression equipment, pursuant to Technical Specification 3.14.B.2.a', were established.

Compensatory measures'will be maintained until the planned work associated with the Containment Fire. Spray system is completed. The Containment Fire Spray system is scheduled to be returned to service. prior to startup from the current mid-cycle outage. No further corrective action is anticipated.

Additionally, on May 18, 1987, the Containment Fire Detection instrumentation

-was removed from service for surveillance testing.

The continuous firewatch established for the Containment Fire Spray system outage as noted above,' also satisfied the requirement for compensatory 1-hour-firewatch patrols pursuant j

to Technical Specification 3.14.B.4.a.

The Containment Fire Detection 1

instrumentation was returned to service on June 2,;1987.fo110 wing' satisfactory surveillance testing.
