On August 5,1996, Edison implemented the Technical Specification Improvement Program (TSIP) for San Onofre Units 2 and 3. Based on several noted discrepancies between TSIP and

. the previous Technical Specifications (TS), Edison initiated a detailed review to ensure each new TSIP Surveillance Requirement was correctly implemented by plant procedures. (LER 2-97-001 provides a discussion of the noted discrepancies.)

As a result of this review, on February 14,1997, Edison recognized that the range for seismic monitor PSR-1200 provided in Licensee Controlled Specifications (LCS) 3.3.104 did not reflect the functional range of the monitor (the LCS requires a range of 1.6g to 90g, and the vendor manual provides a range of about Og to 34g). Although the monitor itself remains fully functional, ,

Edison conservatively declared the monitor and its local annunciator panel inoperable. Because this situation has existed for more than 30 days, Edison is providing this report to the NRC as required by LCS 3.3.104, Action A.

This discrepancy existed in the original TS. Due to the passage of time, the source of this error is unknown. Edison is evaluating a revision to LCS Table 3.3.104-1 to reference the correct range. I If you require any additional information, please let me know.
