Gentlemen:

This letter provides a Special Report to the NRC in accordance with Ucensee Controlled Specification (LCS) 3.3.102. This LCS requires Southem Califomia Edison (SCE) to maintain two Plant Vent Stacks Wide Range Noble Gas Monitor channels (2RT-7865 and 3RT-7865) operable when either Unit is operating in Modes 1 - 3. When two Wide Range Monitor channels are not restored to operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, a Special Report must be submitted within the next 14 days.

On January 6,1999, at 0523 PST, with Unit 2 in a refueling outage, SCE began to modify 2RT-7865 g

to allow this monitor to provide input to the new Radiation Monitoring Data Acquisition System. To implement this change, SCE was required to remove 2RT-7865 from service. The monitor is scheduled to retumed to service prior to MODE 4 entry (currently forecast for February 16,1999) which exceeds the 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> allowed be LCS 3.3.102. In the interim, an attemate method of monitoring was established as required by the LCS.
