U.S. Nuclear Regulatory Commission Office of Inspection and Enforcement Region V 1450 Maria Lane, Suite 210 Walnut Creek, California 94596-5368 Attention: Mr. R. H. Engelken, Regional Administrator

Dear Sir:

Subj ect: Docket No. 50-361 Licensee Event Report No.82-022 San Onofre Nuclear Generating Station, Unit 2 In accordance with Technical Specification 6.9.1.12.1, this letter confirms our prompt notification of your office by telephone on June 9, 1982, of a reportable occurrence involving the inoperability of fire protection computer hardware.

The Control Room computerized cathode ray tube (CRT) described in FSAR Section 9.5.1.5.10 and shown in Figure I-l of the Fire Hazards Analysis was confirmed to have been IN0PERABLE for brief periods of time on several occasions in the past. With the CRT inoperable, fire detector and fire suppression actuation would still occur, however, Control Room annunciation of such actuation would not occur.

Although the fire detection instrumentation of Limiting Condition for Operation (LCO) 3.3.3.7 had been determined operable by satisfactory completion of its Surveillance Requirements and indication of detector actuation would still occur at the local fire detector panels, the lack of Control Room annunciation of these actuations would delay dispatching of the fire brigade beyond that assumed in the fire hazards analysis.

Since the operability of the Fire Suppression Systems of LC0 3.7.8.1 and 3.7.8.2 was not affected by this occurrence, the fire protection of safety related equipment provided by these systems was not compromised.

Mr. R.H. Engelken June 10,1982 Though the above occurrence does not represent a Technical Specification violation or noncompliance, the prompt report of Section 6.9.1.12.1 was made as a result of system performance in a manner less conservative than that assumed in the fire hazards analysis for various zones containing safety related equipment.

A completed Licensee Event Report form will be forwarded with our 14-day follow-up report by June 23, 1 982. If you have any questions or comments concerning the above, please contact me.

Sincerely,

/ A' cc: A. Chaffee (USNRC Resident Inspector, San Onofre, Unit 2)
