Dear Commissioner Denton:

The Shearon Harris Emergency Response Plan is of extreme importance to the public health and safety of. residents who would be affected by the evacuation provisions of. that plan. My son will be attending school within the ten mile zone and our family lives just outside it.

Changes have been made in the Chatham County plan in response to citizen concerns. Zn view of the changes proposed and presumedly to be effected in the plan, previously agreed by the Company, County, and the State to be inadequate, it has become all the more critical that the provisions of 10 CFR 50, Appendix E, Section lU.F.l be'ully enforced, and,that the. Company be required to demonstrate the effectiveness andadequacy of such Plan as may be designed to replace the previous Plan, by conduction of a Full Participation Emergency Exercise prior to final licensing of the Shearon Harris plant and before its commercial operation is permitted.

Therefore, I request that the NRC compel CPaX to conduct a Full Parti'cipation Emergency Exercise prior to licensing as it has for all counties, and the

, been over a year since the previous exercise replacement Chatham plan needs to be tested. Furthermore, the entire

, evacuation plan needs to be re-evaluated in light of the results of a study by Dr. Donald Tomaskovic-Devey and Dr. Barbara J. Risman, Assistant Professors of Sociology at North Carolina State University which showed that 65% of the people outside the 10 mile evacuation zone plan 'to self-evacuate in case of accident.
