Dear Mr. Grimsley,

Pursuant to the Freedom of Information Act, 5 U.S.C.

522, as amended, and 10 CPR 9.8 of the Commission's regulations, the Nuclear Information and Resource Servico requests the following documents pertaining to the request by Carolina Power and Light to exempt the Shearon Ilarris plant from the requirement to hold an emergency drill one year prior to operation above five percent capacity.

Please consider " documents" to include reports, studies, test results, correspondence, graphs, charts, diagrams, notes and summaries of conversations and interviews, computer records, and any other forms of written communication, including internal NRC Staff memoranda.

Pursuant to this request, pleano provido all documents prepared or utilized by, in the possession of, or routed through the NRC related te :

1. The Coalition for Alternativen to Shearon liarris (CASil) request for hearings on the CP&L petition for an exemption from the requirements to hold a full scale emergency drill at least one year prior to operation above five porcent power.
2. NRC document SECY-86-352. (Please include SECY-86-352 itself.)

In your responso, ploaso provido a list of of fices to which this request was forwarded.

In our opinion, it is appropriato in this caso for you to waive search chargos, pursuant to 5 U.S.C. 522 (a) (4) (A) "because furnishing the information can be considered as primarily bonofiting the general public."
