Dear Mr. Denton:

I am writing to insist that you do not grant CPErL's request for an exemption from a full-scale Shearon Harris Nuclear Power Plant.

drill of the evacuation plan for the This full-scale drill is required by law and was part of an agreement made between CPErL and the Chatham County Board of Commissioners, under which the Board agreed to rejoin the evacuation plan.

A full scale drill is needed because there were problems with the drill conducted in May of 1985, and because there have been changes made to the plan since that time.

Both Lee and Chatham Counties have instituted some changes, and only a full-scale drill will reveal whether those changes will resolve the many problems raised after the 1985 drill, and since that time.

A "scaled down" drill involving only a test of notification procedures, and without the participation of all state level participants in the plan, is simply not adequate to test the plan's effectiveness, nor to ensure that local residents will be adequately protected in the event of an accident.

I do not believe that CML should be allowed to be exempt from the law, especially since they have led our public officials to believe that a full-scale drill will be conducted this summer or fall.
