Dear Sir or Madam:

On September 23, 1998, Harris Nuclear Plant (HNP) submitted a proposed license amendment for the Containment Air Lock, Technical Specification 3/4.6.1.3. HNP is clarifying operation of the Personnel Air Lock (PAL) Doors in that the inner or outer PAL Doors can be operated by control panels located inside and outside containment. The HNP letter dated September 23, 1998 stated, incorrectly, that the control panel located inside containment could only control the inner PAL Door.

This supplemental information does not affect the conclusions of either the 10 CFR 50.92 evaluation or the Environmental Considerations submitted as part of HNP's September 23, 1998 letter. The proposed Technical Specification page from the September 23, 1998 letter is not affected by this change.
