r I wish t'o urge denial of OPAL's request for exemption from the requirement, under 10 CFR 50, Appendix E, that the Company conduct a full par ticipation exercise of the Emergency
Response
Plan for its Shearon Harris nuclear power plan within one year before beginning commercial operation of the plant or before operating at grea reater than five percent of rated power.
Because of the need for changes in the evacua-tion plan, I believe this exercise should be conducted before the plant is permitted to operate at all.
