Dear Sir or Madam:

The purpose of this letter is to inform you of a modification to a commitment for the Harris Nuclear Plant (HNP). We have discussed in numerous letters and meetings our commitment to perform a comprehensive review of the implementation of our Technical Specification surveillance requirements (reference LER 95-007, LER 96-002-13, LER 97-012, and HNP letters dated February 11, 1997 and June.19, 1998). This review has also been mentioned in several other letters, although not specifically as a corrective action (LER 97-021-02, LER 97-023, LER 97-024, LER 98-005, and LER 98-006).

In an effort to focus our resources in the most important areas, we have decided to modify the scope of our commitment. The previous scope was to review surveillance requirements which will be retained in Technical Specifications (TS) when we convert to the Improved Technical Specifications (ITS). Approximately 40% of the project has been completed to date, and the overall project was recently re-evaluated. Since a large portion of the reviews have been completed, and the number of findings resulting in TS violations or LERs have been minimal, a decision was made to focus resources on the most important areas in the TS and not perform a detailed review of all the remaining surveillance requirements. As a result, it was decided that the scope of the remaining reviews will include:

(1) TS similar to those in which the previous significant problems have been found, and (2) TS addressing the top systems contributing most to core damage (from the HNP Probabitistic Safety Assessment).,;, ' '

Upon completion of these reviews, the Sur'veillanc'e Pro'cedure Review project will'be considered complete. This project, in conjunction with the work performed in response" to Generic Letter 96-01, "Testing of Safety-Related Logic Circuits," will provide a comprehensive review of the implementation of TS surveillance requirements at HNP.
