Dear Mr. Reyes:

Carolina Power Ec Light Company (CPAL) has scheduled an emergency preparedness exercise for the Harris Nuclear Plant (HNP) for September 21, 1999. This exercise is intended to fulfill

'he exercise requirements of 10 CFR 50, Appendix E. The exercise scope and objectives are being submitted as requested by the October 11, 1984 letter from R. C. Lewis (NRC) to'Mr. E. E.

Utley (CPS') and modified by the July 22, 1994 letter from W. E. Cline (NRC) to Mr. W.'R.

Robinson (CP&L).

The scope of the exercise will consist of a simulated accident at. the HNP that will escalate to a General Emergency classification. The exercise will involve planned response to include:

~ emergency classification,

~ notification of off-site organizations and plant personnel,

~ actions to correct the emergency conditions, and

~ initiation of accident assessment and protective actions.

The exercise scenario will contain a simulated off-site radiological release.

The exercise will include participation of the State of North Carolina and the counties of Chatham, Harnett, Lee and Wake within the Exposure Pathway Zone (EPZ). These off-site participants will implement their emergency response plans in support of the HNP.

There are 26 objectives selected for evaluation during the exercise. These objectives are provided in the enclosure to this letter.
