Dear Mr. Helms,

Are you aware of CPL's proposal to the Nuclear Regulatory Commission of Dec. 98 to make Harris Nuclear Plant the largest storage area for high level nuclear waste in the nation? If approved as CPL plans it will be a prime target for terrorists. The News and Observer has been carrying articles on it for months bu not explaining the threat to all of N.C.

Orange and Durham Counties are leading a local group trying to explain the dangers and have a alternative plan. Please look into this as soon as possible, the NRC have scheduled a hearing for May 13,14 on it.
