Dear Sir or Madam:

In accordance with 10 CFR 50.54 (p)(2) and 10 CFR 50.4 (b)(4), Carolina Power & Light Company is providing Revision 0 of the " Physical Security and Safeguards Contingency Plan" for the Harris Nuclear Plant. A copy of the Physical Security and Safeguards Contingency Plan is being provided as Enclosure 1 to this letter. A description of the changes is provided as Enclosure 2 to this letter. l The changes to the Physical Security and Safeguards Contingency Plan include: (1) administrative changes to clarify existing utles and to correct grammar,(2) changes to reflect revisions to 10 CFR 73.55, (3) increases the minimum number of armed guards / armed responders on shift, (4) converts the Physical Security and Safeguards Contingency Plan to a site specific versus a two site generic plan and deletes references to the Brunswick Nuclear Plant, and (5) added the use of coiled razor wire on top of the Protected Area Fence and the use of razor concertina ribbon in the isolation zone. The enclosed revision does not decrease the effectiveness of the plan or the level of security provided.

Enclosure I contains Safeguards Information and requires protection in accordance with 10 CFR 73.21. When separated from Enclosure 1, handle this cover letter and Enclosure 2 as decontrolled.

Physical Security and Safeguards Contingency Plan, Revision 0.

. . The revisions in items 8,10,16,18,21,22,23,26,27,28,29,30,3132,33,34,35,36, and 37 are administrative or clerical in nature to clarify titles for consistency and correct grammar.  ;

• The purpose of the revision in items 1,2,3,4, and 5, are to change the plan from a generic plan applicable to both the Brunswick and Harris Nuclear Plants to a site specific plan and delete all references to the Brunswick Plant.

e The purpose of the revision in item 6 is to change (increase) the minimum number of Armed Guards / Responders per shift, e The purpose of the revision in item 7 is to clarify existing titles and restrict duties to alarm monitoring.
