Dear Dr. Jackson:

On behalf of the Apex Board of Commissioners, I am requesting that the US Nuclear Regulatory Commission grant standing to the intervention sought by the Orange County Board of Commissioners regarding the proposal by Carolina Power & Light Company to expand its storage of high level radioactive waste at the Shearon Harris Nuclear Power Plant. We believe that the required Public Hearing, with the expert witness format that is prescribed by the NRC, would allow for the public to be better inirmed regarding the issues associated with this proposal. We also bJieve that the public would be best served by conducting this Public Hearing here in the Triangle area.

As the nearest municipality to the Harris Plant, we share the NRC's objective in seeing that the public's health and safety is fully protected in the decisions that are made regarding this proposal. A Public Hearing with a full airing of the facts and expert commentary on any risks associated with these proposed facilities will build public confidence in the NRC's protection of the public through appropriate and effective regulation of nuclear facilities.
