NRC, Additional Information in Support of Respd go NRC TMI Requirements, January 17, 1980 Our letter of January 17, 1980 (Reference 1) submitted to you our plans for implementing the requirements of NUREG-0578 Section 2.1.8.b Increased Range of Radiation Monitors. NUREG-0578 requires an interim method for quantifying high level noble gas, radioiodine and particulate effluent releases from all potential release points if the existing instrumentation goes off scale until such time as extended range monitors and associated equipment can be installed.

Reference 1 committed to implement station procedures for noble gas effluents from the stack and steam dump valves to take in-situ radiation readings by an individual in communication with the control room every 15 minutes.

Details of how these readings are to be taken are also provided in Reference 1. In addition, it was stated that a remote readout GM detector would be provided to obtain the in-situ readings at the stack sample line.

This detector was installed mid-1980.

C0 During this refueling/maintenance outage, efforts were made to install the system to meet the long range requirements of NUREG-0737, 1/O Item II.F.1 Attachments 1 and 2. Because it was thought that the new effluent monitoring system would be operable prior to return to power from this outage, the temporary remote readout GM detector was removed. However, the new effluent monitoring system (required by January 1, 1982) will not be completed prior to startup from this outage.

M. Crutchfield, Chief Jpne.17 19-81 For this reason, the remote readout GM detector discussed in Reference 1 will not be used to obtain in-situ readings at the stack sample line. The interim requirements of NUREG-0578 will be met as otherwise described in Reference 1. It is currently our intention to implement the long range requirements of NUREG-0737 on or before January 1, 1982, as required.
