Rodriguez Executive Director, Nuclear Operations Gentlemen: Subject: NRC INSPECTION This refers to an announced, special, safeguards inspection at Rancho Seco Nuclear Generating Station, begun on November 14 and continued December 2-12, 1985.

It also refers to the discussions of our inspection findings held by the inspector with members of the Rancho Seco staff on November 14 and with W.

Hammond and others at the conclusion of the second visit on December 6, 1985.

Areas examined during this inspection included activities related to physical protection as described in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and records, interviews with facility and contractor personnel, and observations by the inspectors.

Based upon the results of the team inspection conducted on December 2-12 we note certain aspects of your security program which we believe warrant your attention as set forth in Paragraph 2, Phase II of the enclosed inspection report. We would appreciate your comments'concerning these matters within the next thirty days.

. , Also, as set forth in Paragraph 2, Phasi II of the enclosed inspection report, we will be conducting a more detailed i spection to resolve a significant number of concerns developed during this. inspection.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, documentation of the findings of your safeguards and security measures are exempt from public disclosure; therefore, the enclosed inspection report will not be placed in the Public Document Room and will receive limited distribution.

We have determined that the enclosures so designated contain Safeguards Information and therefore are subject to the controls of 10 CFR 73.21.
