INTERIM RELIEF REGARDING 10 CFR 50.F5a. INSCRVICE INSPECTION EXAMINA110N REQUIREPENTS (TAC NO. 74851)
By letters dated Septenter 11. Noventaar 2 and 17,1989, the Sacramento Municipal Utility District (SMUD), the operators of the Rancho Seco Nucleer Generating Station, requested an extension to 10 CFR 50.55a requirements for the remaining portien of the ten year inservice inspection (ISI) examinations.
Inservice examinations are performed to verify operational readiness of those functions required for safety. Sirce the reactor vessel at Rancho Seco is in an extended defueled condition, the uncompleted ISI examinations involve com-ponents not currently required for safety.
The NF.C staff has convenced the administrative process to approve the requested extension, in the interim, this letter grants an irunediate waiver of compliance to defer the remaining ten year 151 inspections required by 10 CFR 50.55a as they relate to Rancho Seco since such insnediate testing would serve no useful purpose at this time. This waiver of compliance will remain in effect until NRC responds to the SMUD extension request or until fuel is transferred back into the reactor vessel.
