AMENDMENT 7 TO THE LONG TERM DEFUELED CONDITION PHYSICAL SECURITY PLAN TO INCLUDE THE INDEPENDENT SPENT FUEL STORAGE INSTALLATION Regarding your letter dated January 3,1994, the Sacramento Municipal Utility District submitted Amendment 7 to the Rancho Seco Nuclear Generating Station Long Term Defueled Condition Physical Security Plan and a request to expand the 10 CFR 73.55 and 10 CFR 73, Appendix B and Appendix C exemptions to include fuel storage at the proposed Independent Spent Fuel Storage Installation (ISFSI). NRR has made the following determination with respect to Addendum B which addresses security measures for the ISFSI.

The security measures for the ISFSI as proposed in Addendum B include exemptions from certain 10 CFR Part 73 requirements that were granted for the reactor site in its defueled condition with fuel still located in the fuel pool.

We generally agree that similar exemptions to certain 10 CFR Part 73 requirements should also be applicable to security for the ISFSI. We plan to review your proposal in conjunction with your application for a site-specific ISFSI license. This review will be based on criteria referenced in Inspection Procedure 81001, " Independent Spent Fuel Storage Installation (s)," or in accordance with regulations being developed for ISFSIs (proposed 10 CFR 73.51) should they be published as a final rule.
