REVISIONS 3 AND 4 TO THE RANCHO SECO EMERGENCY PLAN (TAC NO. 75783)

This letter acknowledges receipt of your letters dated December 28,1989, and February 14, 1990, which transmitted Revision 3 and Revision 4 respectively, to the Rancho Seco Emergency Plan.

In a meeting on January 18, 1990, members of your staff discussed Revision 3 to the Rancho Seco Emergency Plan with the NRC staff.

In a telephone conference call on February 6,1990, the NRC staff and members of your staff discussed the proposed revision to the Emergency Plan and the NRC staff requested additional information and clarification in several areas. This additional information

was provided in your letter dated February 14, 1990.

The NRC staff has completed the review of Revisions 3 and 4 to the Rancho Seco Emergency Plan. Two changes need to be made before the NRC will accept these revisions to the Emergency Plan:

1) The definition needs to read; " Annual -

within a calendar year." 2) In Section 8.2, " Essential Emergency Responsii Organizations" needs to be changed to "Defueled Emergency Response Organizations."

Provided the two changes noted above are implemented, the staff concludes that the revised Emergency Plan continues to meet the planning standards in 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.
