ENVIRONMENTAL ASSESSMENT, NOTICE OF ISSUANCE OF ENVIRONMENTAL ASSESSMENT AND FINDING 0F NO SIGNIFICANT IMPACT, SAFETY EVALUATION, AND EVALUATION OF THE DECOMMISSIONING FUNDING PLAN RELATED TO REQUEST TO DECOMMISSION RANCHO SEC0 NUCLEAR GENERATING STATION (TAC NOS. M80518 AND M84251)

The NRC has issued the enclosed Environmental Assessment, Notice of Issuance of Environmental Assessment and Finding of No Significant Impact, Safety Evaluation and Evaluation of the Decommissioning Funding Plan related to the Sacramento Municipal Utility District (SMUD) request to decommission the Rancho Seco Nuclear Generating Station. The Environmental Assessment and Safety Evaluation were prepared in response to the SMUD application of May 20, 1991, supplemented April 15, August 6, and August 31, 1992, January 7, April 7, and April 19, 1993.

In accordance with the Commission Memorandum and Order (CLI-93-03), dated March 3, 1993, copies of this Environmental Assessment are being provided to the Licensing Board and parties.

Also, copies of the associated Safety Evaluation are being provided to the Licensing Board and parties.

A copy of the Notice of Issuance of the Environmental Assessment and Finding of No Significant Impact has been forwarded to the Office of the Federal Register.

The NRC staff concludes that the SMUD Decommissioning Funding Plan is acceptable in accordance with 10 CFR 50.82(a). The bases for the conclusion of the NRC staff regarding the SMUD Decommissioning Funding Plan are-included in the enclosed safety evaluation. Additionally, a copy of the NRC Notice of Withdrawal of Consideration of Issuance of Exemption is enclosed.

This notice has also been forwarded to the Office of the Federal Register.-
