NRC INSPECTIOF IF RANCHO SECO NUCLEAR GENERATING STATION

This refers to the routine inspection conducted by Messrs. G. Cicotte and F.

Pang of this office on August 1-4, 21-25, and 30, 1989, of activities

authorized by NRC License No. DPR-54, and to the discussion of our findings

held by Messrs. Cicotte and Pang with Mr. P. Lydon and other members of your

staff at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

No cited violations or deviations were identified as a result of this

inspection.

Although no cited violations were identified as a result of this inspection,

several aspects of your activities were identified that warrant management

attention.

These concern contamination control practices (paragraph 2.0),

instrumentation control (paragraph 3.C.3), and the informal usage of vendor

' T.--- . data in the liquid effluent release process (paragraph 5). We urge you to pay

particular attention to these areas of the attached inspection report.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.

Should you have any questions concerning this inspection, we will be glad to

discuss them with you.
