l'  : Based on the results of this inspection, it appears that certain of your A 4

activities were'not c_onducted in full compliance with NRC requirements. In

general, we are con'erned

c that the apparent decrease in the level of emergency

preparedness represents a decrease in management commitment to the emergency ,

preparedness program.

Enforcement action in this regard will be the subject of separate

correspondence.

This letter also confirms a September 8, 1989, telephone conversation among

Messrs. R. Zimmerman and G. Yuhas of this office and you during which you

agreed to attend an enforcement conference in Region V at 8:30 a.m. on

September 15, 1989.

-In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.

Should you have any questions concerning this inspection, we will be glad to

discuss them with you.
