RANCHO SECO'S PROPOSED AMENDMENT NO. 184, " POSSESSION ONLY LICENSE" (TACNO.76825)

We have received SMUD's April 26, 1990, letter proposing to amend Operating License DPR-54 for Rancho Seco to a " Possession Only License." However,'during the initial review of the proposed amendment package, we noticed that a plan for. ultimate disposition of the facility was not included.

As stated in a letter to SMUD from Dr. Murley, dated April 25, 1990, a plan for ultimate disposition of the facility needs to be submitted in order for the NRC to process and review a proposed possession only license amendment. Since a plan for ultimate disposition was not submitted, please inform us within 15 days from the date of this letter when you expect to submit such a plan.

In sumary, I want to remind you that it is, of course, essential that Rancho Seco be maintained in a safe condition and that your closure and decommissioning activities be carried out in complete compliance with NRC regulations, j
