This acknowledges the receipt of District letter, AGM/NUC 90-102, dated March.23, 1990, by which the District transmitted Amendment 18 to the Rancho Seco Nuclear Generating Station' Physical Security. Plan, dated February 23,

-1979.

During our review of Amendment 18, we noted that the proposed devitalizing of-certain 6reas appears to be inconsistent with the enforcement discretion for' the Fitness-For-Duty program granted by NRR. As policy issues require action-at the Headquarters level, these portions have been submitted to NRC Office 'of Nuclear' Reactor Regulation for appropriate action (see enclosure). The remaining portions have'been determined to be acceptable for inclusion'in'your plan.

Confirming our conversation with L. Houghtby of your staff on April 18, 1990, we understand.that.you will continue to maintain access control for the vital areas described in the enclosure to this' letter.until apprised that the remaining portions of Amendment 18 has been accepted for inclusion in your plan.

The attachments to this letter are being withheld from public ~ disclosure
