CENERIC LETTER 89-07, " POWER REACTOR SAFEGUARDS CONTINGENCY PLANNING FOR SURFACE VEHICLE BOMBS" (TAC NO. 74719)

In your August 10, 1989 letter to the NRC, you requested to be exempt from the requirements of Generic Letter (GL) 89-07 because the Sacramento Municipal Utility District, on June 7, 1989, ordered that Rancho Seco cease operations with the intent to apply for a Porsession-Only license and subsequently deconsnissioning the f acility. Our October 13, 1989 letter concurred with your request regarding GL 89-07.

Subsequently, in your October 16, 1989 letter

.to the NRC, you stated that the requirements of GL 89-07 were incorporated into the Security Contingency Plan.

Discussions with your staff as to whether you were going to implement the requirements of GL 89-07, as stated in your October 13, 1989 letter, resulted in your November 22, 1989 letter. This letter restated that the requirements of. GL 89-07 had been included in your Security Contingency Plan. Since this i

letter states that you have complied with GL 89-07, we expect you to continue complying with GL 89-07 and are rescinding our October 13, 1989 letter.
