Thank you for your letter of February 28, 1986, in response to our Inspection

Report No. 50-312/85-34, enclosed with our letter dated January 30,.1986.

order for us to complete our review of the adequacy of your response, we will

need copies of'certain documents to which you refer.

On page two of your response, in reply to our finding that "Non-security
Jelements of the SMUD organization appear to lack security sensitivity", you
'
note that "The General Manager has established a directive reinforcing the
importance of everyone following security procedures."

Please provide us with a copy of that directive.
Also, on page 2 of your response, in reply to our finding that " Members of the
security organization are not aware that they have the right of autonomous
access to the SMUD ombudsman as do other persons at the site", you note that
'
"...a policy has been published encouraging Security Force members to
submit... suggestions on how to improve or correct Security Operations,
policies,~and procedures."
Please provide us with a copy of that policy and a summary of the suggestions

provided to date. Please note also that, in the course of our next
. inspection, we will want to review those suggestions and the actions taken.

On page three of your response, in reply to our finding that " Vital area
barriers are being seriously degraded frequently. Plant personnel are not
shutting vital area doors and many doors do not lock when closed", you note
that "The General Manager has issued a directive concerning vital area door
'
. operation and maintenance.".
Please provide.us with a copy of that directive.
Also, on page three of your response, in reply to our stated concern about the
apparent lack of plant management attention to curb tailgating, you note that
"...the General Manager has issued a directive requiring that everyone follou
this important aspect of NRC regulations, and directs supervisors to take
disciplinary action...against persons who tailgate."

Please provide us with a copy of that directive and a description of the
recent results referred to in your response which supports your conclusion
that "...this problem... has been effectively addressed." Please note also
that, in the course of our next inspection, we will want to review those,
files necessary to demonstrate compliance with that directive.
We will need the information identified above within 20 days of the date of
this letter.
If certain of the information requested has been supplied to us
under separate cover, you may reference that source.
