We have received your June 6,1990 letter informing us of the Sacramento Munici >al Utility District's (SMUD plans regarding diesel generator operation i

as pea (ing power supplies.

l As discussed with your staff placing the diesel generators in a lay-up condition or operating the diesel generators would not require a license i

amendment or an exemption from the regulations provided that your evaluation per 10 CFR 50.59 determines that your proposed action is not an unrgviewed I

safety question. However, the diesel generators must be maintained in a nondegraded status.

To provide assurance that the diesel generators will be maintained in a nondegraded status, we request that you submit for our review the following

.information and that we have'the opportunity to discuss-this matter with you prior to operating the diesel generators as peaking power supplies:

1.

What preventive maintenance (PM) tasks and surveillances will be.

performed to maintain the diesel generators and their auxiliaries in a good functional, nondegraded condition and to enhance the reliability for daily peaking service, 2.

What are the PM tasks and'surveillances previously performed and required that will not be performed, 3.

What actions will be taken to return the diesel generators to nuclear service if the decision to decomission Rancho Seco is changed, i

4.

What comitments related to the diesel generators will or will not be performed prior to operating the diesel generators as peaking units, j

What modifications, if any, are needed to use the diesel generators as peaking power supplies, and what are the imp 2 cts of the use of the diesel generators on the safety-related electrical system, l
