Los Altos, California 94022 Dear Dr. Rossin-Your-letter of June 27, 1990, to Chairman Carr was referred to me for reply.
In your letter, y(ECO) pressed concern on behalf of the Environmental Conservation ou ex Organization that issuance by the U.S. Nuclear Regulatory Commission (NRC) of a " possession only" license amendment for the Rancho Seco Nuclear Generating Station, in ECO's view, would be a major Federal action requiring a full environmental impact statement (EIS). Your basis for this belief appears to be that issuance of such a license amendment would permit the Sacramento Municipal Utility District (SMUD) to take actions that could make it impossible for Rancho Seco to be returned to nuclear power operations, that alternatives for replacement power would cause negative impacts on the environment and that until the-alternatives are proposed and defended in a complete EIS it would not be consistent with the National Environmental Policy Act (NEPA) to allow any actions by SMUD that might compromise potential future nuclear power operations at Rancho Seco.
Mr. James P. McGranery, Jr., of Dow, Lohnes & Albertson, on behalf of the Shoreham-Wading River School District, has expressed similar concerns about i
activities at the Shoreham Nuclear Power Station and has filed petitions with l
the NRC. These petitions are presently before-the Commission for action. As these issues encompass your concerns, I will wait to address your concerns until the Commission action on these petitions is completed.
