It is my feeling.titat uese hearings are of great importance since tlie scope of same covers areas and subjects leftich are exttemely vital to Bie ENERGY and SAFETY needs of tite United States.

These sco subjects constitute owt democracy's great strengtlt and well-being and key are insepstable. We need not and sitould not sacrifice one for tite cuer.

In fact, in an effart to avoid replication and duplication of audLt team activity we purposely channel our efforts into otlier dLtections.

not work in close liaison and cooperation witit tlte NRC, botit on site and at Itigher administrative tevels. Qu.lte tite corttraty is stue,since out. team is in cotttact willt NRC representatives almost evetujday on site. We have a free exchange of information at all levels and are work.ing towa.td de ultima.te goals of compliance and safe.ty.

I can say hat our audit team members have reported to us on many occa.sions of de Itigh degree of professionalism, expertise and dedication displayed by de NRC personnel wLtJt tdtich they have had corttact and I agree whatelteartedly wLtit tltose conclusions.

The National. Board of Boiler and Pressiste Ve.ssel 1rtspectors is continuing wLtit de team audit on site at tite request af, and for, de State of Citio.

The audit. team is made up af tJtree (3) highty stained, knowledgeable ASME Code and nuclear power plant consttuction experts.

They are very capable and titeit etedentutts are unquestionable.

The. team has been on site a.imost everyday since the audit was initia.ted on March 1,1982.

The audit. team has compte.ted beo interim reports of findings and

.they are curtently working on tJte #Ltd interim n. port.

These are findings which involve mechanical equipment or hardaure, white some are associa.ted more with wha.t might be. termed paper or docu-mentation type problems.

We have jus.t received a written response from Cincinnati cm and Eteettic Company as to how.they propose 2.0 cortect titese items, and tite National Boa.1d of Boiler and Pressure Vessel Inspec. tors is in de process of evaiuating the accep.tability of tJte various corteetivea.ctions proposed.

Cincinna.ti Gas and Electtic Company has been cooperating telth tJte National Board. team and it is believed tltat if this tevel of cooperation is ma.intained, many of. tite difficult deficiencies can be cortec.ted to the sattsfaction af att parties, and to the benefit af a.ii.

, Once all de defic.icncies have been uncovered, it is impeAative tJiat a.it corrective action be monitored or verifled by the National Board.

This is also necessary for assurances which must be made.to the State of Ohio.

The National Board believes tJtat it is perfong an important function by having an audit team at tite Zimer site, and titat we are offering varrunkte assistance to tJte Nuclear Regulatory Comission.

If tite Na.tionai Board were written into tJte federat regulations,such assistance could be offered to every nuclear power plant in tite United Sta.tes.
