November 22, 1988 MEMORANDUM MEMORIALIZING TELEPHONE CONFERENCE OF NOVEMBER 21, 1988 As scheduled, a telephone conferent:e was held at 2:00 p.m. on November 21, 1988 to discuss prehearing and scheduling matters.

Participants included the Board members and counsel for the parties. It was noted that the State of Tennessee withdrew its request to participate in the proceeding as an interested state pursuant to 10 C.F.R. 2.715(c). .

Applicant's counsel reported that the Department of Energy extended their contract, on an interim basis, to November 30, 1988. It was expected that the time would be further extended to January 31, 1989.

The Board acknowledged the receipt on November 14, 1988 of previously unforwarded documents. A discussion was held on the 8012020067 801122 DR ADOCK 050 3 pSO

.-; j materials that are yet to be supplied to the Board. This principally involves responses to the Board's inauiries on issues to be decided and ,

Staff's review on financial qualifications. The submission of the last docurent is dependent on the receipt of limited information from l Applicant.

The process to be followed at the hearing was discussed. Applicant will make available from four to seven witnesses and Staff two to five.

The parties are to discuss among themselves hearing procedures, the composition and marking of exhibits, the number of copies of exhibits to be placed in the record and docket filings. They are to report b'ck a on these prehearing matters at the next prehearing conference to be held by telephone on November 29, 1988 at 2:00 p.m.

The parties were advised that they will be expected to file proposed findings of fact and conclusions of law by the conclusion cf the hearing or shortly thereafter.

The Board suggested that because of matters still unsubmitted and I

the difficulties involved in arranging for a hearing during the last part of December that the hearing be set over to January 4 and 5,1989.
