U.S. Nuclear Regulatory Commission ~

- Mr. Samuel J. Chilk Secretary of the Commission Washington, DC 20555

Dear Mr. Chilk:

Haddam Neck Plant Millstone Nuclear Power Station Un'it Nos.1, 2, and 3 Acceptance of Products Purchased for Use in Nuclear Power Plant Structures, Systems and Components The Connecticut Yankee Atomic Power Company (CYAPCO), on behalf of the Waddam Neck Plant, and Northeast Nuclear Energy Company (NNECO), on behalf of

.Hillstone Nuclear Power Station, Unit Nos.1, 2, and 3, appreciate t he oppor-tunity to respond to the Commission's Advance Notice of Proposed Rulemakig)

CYAPC0 and_NNECO have reviewed in depth g responses submitted by NUMARC and Bishop, Cook, Purcell, and Reynolds; and fully concur with the posi-tions presented in these submittals.

Moreover, the nuclear industry as a whole, and CYAPC0 and NNECO in particular, fully appreciate the potential negative impact on plant safety and reliability that fraudulent parts may have. It is therefore in our's and the industry's best interest to resolve the issue competently and expeditiously. In our judgement, an NRC rulemaking will not accelerate the resolution process.

Very truly yours, CONNECTICUT YANKEE ATOMIC POWER COMPANY NORTHEAST NUCLEAR ENERGY COMPANY d
