November 10, 1988 HEMORANDUM MEMORIALIZING TELEPHONE CONFERENCE OF NOVEMBER 9. 1988 As scheduled, a telephone conference was held at 2:00 p.m. on November 9, 1988 to discuss prehearing and scheduling matters. The Board and the parties, through counsel, participated. The State of Tennessee had advised in advance of the conference that it would 1

fonnally withdraw from participating in the proceeding as en interested state.

Counsel reported that A1ChemIE's request to the Department of Energy to extend the latter's deadline for the receipt of construction pennits to January 31, 1989 was not officially passed upon, but it was indicated there may be an extension to December 31, 1988.

! The Board raised with counsel the matter of Applicant's continuing request for the expedited handling of the applications, while at the 1 i l

same time the Board had not received from Applicants a very significant I number of basM application documents, The Board made clear that although it intended to resolve as many issues as it could in advance of i

hearing, it could not do so without the application documents. Counsel thought the problem might be that the documents were not sent directly to the Boarc. He stated that he would forward the documents imediately. The Board said express mail should be used.

Staff state.1 that it intended to complete its financial analysis by November 18, 1988 although it was awaiting written confirmation of some infonnation. Staff indicated it intended to have available in Knoxville the people who participated in its reviews. Because the hearing is scheduled during a heavy travel time, Staff requested as much advance warning as possibla about participation in the hearing be given so as to avoid travel problems at that time.

A further telephone prehearing conference was scheduled for November 21, 1988 at 2:00 p.m.
